BACKGROUND: The Outdoor Recreation League (ORL) was founded over 100 years ago to promote organized games throughout New York City public playgrounds. The city assumed operations of ORL playgrounds in 1902, and Seward Park became the first permanent, municipally-built playground in the United States. The park continues to be a community landmark and is heavily used by the residents of the Lower East Side.
